Core Network Design Director

Qualification:
• MSc in Electrical/Telecommunications/Electronics or equivalent from a recognized engineering university.

Experience Required:
• At least 15 years experience in Mobile and Fixed core network design area
• At least 5 years managerial experience

Background:
• LCC has a contract with a network operator in Saudi Arabia for the execution of network design activities. To this end , a team of approx 140 consultants is co-located with and works on a daily basis with the operator and equipment vendors to achieve the operators’ objectives. The LCC Core Network design director will manage a team of about 25 consultants
• The ideal candidate will come from a Tier 1 or 2 public Telecom network operator where they have been involved with the planning, design and engineering of the wireless network in the broadest sense. Past experience should include leading a team of engineers responsible for the 2G and 3G RAN design, preferably some experience with 4G networks as well.

Key Responsibilities:
• Design and optimize all Mobile and Fixed Core network elements (2G, 3G, BSC/RNC, CS, PS and VAS solutions, LTE/SAE, fixed NGN network, common IMS for fixed and mobile, etc) to accommodate the subscriber and traffic growth as per the marketing forecast and business plans.
• Produce all relevant detailed design documents and method of procedure for fixed and mobile core projects.
• Prepare the design plans for migration from legacy PSTN to the soft-switch NGN network and IMS, including the plans required for LE’s and SN’s decommissioning.
• Set future core network strategies, core architecture development and network roadmaps in order to meet the business targets for service delivery and OPEX and CAPEX reduction. This includes e.g. strategy for Fixed Mobile convergence (FMC).
• Responsible for the introduction of IMS to cater both fixed as well as mobile related services, including managing the RFP preparation, vendor solution evaluation and selection, detailed testing activities in the test lab, validation and verification for all services/interfaces, design and integration for all the system.
• Perform necessary architecture analysis and design for migration of VoBB, FTTH, IP centrex and other applications to the NGN platforms.
• Prepare plans for gradual migration of AGs from softswitch to IMS.
• Prepare the design and migration plans for TDM equipment to the NGN
• Handling Core network BOQs, quotations and price negotiations with all vendors, for finalizing the BOQs of the year, including RFP and RFQ preparations, offer evaluation, till end with final stage of handover to the procurement team.
• RFP preparation, proposal evaluation and design for LTE/SAE
• Closely work with related departments like Fixed and Mobile Access, Core Transport
• Design international gateway (IGW) expansion and design the plans for IGW traffic migration to IP
• Design of new mobile core technologies like MIP, IuCS/IuPS migration to IP, Iub over IP, migration to HSPA and HSPA+,etc.

Reporting:
• Directly reporting to the LCC Project Director
• Close cooperation (“partnership”) with Core Network Director of the operator, sharing organizational objectives.

Expertise and skills:
• Solid technical experience in all design aspects for Mobile and fixed core network nodes and structure (Fixed soft switches, MSC-S, MGWs, HLRs, FNRs, STPs, UTRAN, SGSN, GGSN, fire walls, etc )
• Familiar with the relevant IP security concepts and implementation thereof
• Leverage strong knowledge of technology trends for the selection of the most cost effective and best practices for core network solutions
• Ability to work in a culturally diverse environment with very tight deadlines
• Solid experience of multivendor environments
• Solid knowledge of TISPAN/ETSI/ITU/3GPP standards and their application to architecture and design of the core network
• Experience with managing a team of direct / indirect reports
